03 is the new number range created by Ofcom to help provide organisations with more choice of national numbers they created a mobile friendly alternative (for UK callers benefit, as opposed to overseas) to 08 numbers.

In simple terms the induced changes are aimed specifically to replace/phase out 0845 and 0870 numbers. The measures, introduced slowly over a number of years now, are aimed to encourage lots of organisations to go 0345 from there 0845 OR change to 0370 from there 0870 just by changing that one digit.
