As of September this year, any company wanting to run a 09 number service must now, first, get prior permission from PSA.

Once PSA has determined what the number is to be used for and approve the service as not needing prior permission (see above) the company will be given an SP number which needs to be provided to the number provider/operator before the service can be put live. I.E you must give us this number before we can connect your service.

Registration can be completed online via the PSA website and whether there is a charge for this depends on the type of organization and the service being provided. Any company already using a 090 number had to register their existing number by September this 2011 to avoid being in breach of the new code of practice.
